Need some help; my 1990 Bronco stared having an issue with the front wheels locking for brief seconds. Any remediation ideas?

Need to know more, what do you mean locking? Like the brakes are stopping the wheels from turning?

When I am driving the steering wheel appears to stick for a 2 or 3 seconds. Feels as if I lose power steering when this happens.

Sounds like an issue I had once with a Oldsmobile. HAd to replace the pump.
If its in the same spot every time I would look at the steering box.
