Today I was changing out my valve cover gaskets and saw these brackets on the driver side wheel well any idea what they may be for?

Looks a little like the spot where the factory jack and lug-wrench are stored in mine. Except that in mine (1996) they are on the passenger side.

Yep that is where the jack and lug wrench mount and the crank handle for the jack clips along the front atop the radiator support. If you have tires that are 32" or bigger the little factory jack is useless without propping it up on something. And it ain't very safe!

well I have the bottle jack on the passenger side and the long handle mounted on the cross section in front of the radiator.

Both my lug wrench and bottle jack are on the passenger side in those bracket. However I took the bottle jack out once and i don't believe I ever put it back correctly, because it just doesn't seem to fit to well.
