Can I spray primer over existing paint?

Hey guys. My hood on my 95 black bronc is all oxidized and I have been considering priming the whole truck army green. My question is whether I am going to have to sand all the way down to metal or whether I can just scuff the existing paint with something like 400 grit to get the primer to stick. Any insight would be greatly appreciated. I plan to do this job over the holidays.

Yes you can. However, you need to completedly clean the surface first and feather out any chips. That won't give you a showroom job when you are finished, but it will look good for every day usage. If you are going to do a show truck finish, then you need to go to the metal and get rid of all the old paint.
