I was replacing the timing chain on my 87 Bronco and after I finally got the timing cover off after a bolt broke off, this was in the block where a bolt hole is. It was full of some type of hard gunk. I have tried to see if I can clean it out and thread a bolt in but I can’t seem to get a bolt started. Any help would be much appreciated.

I know this is a helicoil but the gunk in it is a mystery being that this is in a water jacket do you think it might me some type of sealant to stop water from leaking?
