Rear window woes

Recently purchased 1990 Bronco. Rear window would not operate. Opened rear access panel and put power to the wires. Works like a charm. However, checking the fuse box, do not have power at the fuses #12 and #14, either in ACC or key on position. Should I be able to find the power there at the fuse. If so what else could be the problem. :wacko:

You should have power at fuse 14 with the key in RUN and ACC. Fuse 12 should be hot at all times. Power for fuse 12 comes from the Engine Compartment Fuse Box Fuse S 50A (black wire with orange stripe from the ECFB and then black with white stripe from fuse12), Fuse S also feeds fuses 4,8 and 16, 9. Feed for Fuse 14 comes through the ignition switch which also feeds fuses 2, 6, and 11, the source is Fuse P 50A in the ECFB (yellow wire to the ignition switch and then on a black with orange stripe wire to the fuse panel).
