Passenger seat belt question

I have a 90 Bronco, in the back all it has is the lap belts, is that normal or are they supposed to have shoulder straps?

My 86 had lap belts in the back, i think those are better anyway so you dont have shoulder straps all over the floor when the toppers off

I just put a back seat from an '87 into my 96. Now I can can safely cary passengers back there with the top off. :D/ Best part is it was only $20 at a local Pick n Pull. New lap belts with all the proper mounting hardware would have been around $40 and I would have had to drill holes in the floor.
