belt overlaping on crank pulley

i just got 1987 ford bronco and the belt was eaten up.changed Aligned everything then started up then it overlapped on crank pulley.. fan pulley looks like it as a little moving room?the person just recently put a new water pump on.

Thats an odd problem, wonder if he put a v-belt style water pump on. The serpentine water pump spins backwards. Not sure if that would cause this problem but heck ya never know
