89 Bronco fuel reservoir

I had my Bronco towed recently and the guy driving the truck had something interesting to say about the reason for the fuel reservoir in the Bronco. He thinks that it is the result of Ford's fiery experience with the Pinto way back when.

In a rear end collision the high pressure pump being in the tank made for a really bad situation if the fuel became ignited. Moving the high pressure pump forward and protecting it by the frame seems ike a good idea and it seems to me that he may be correct. In moving the pump forward it would become difficult for the pump to **** up the fuel from the tank, hence the low pressure pump and reservoir.

Anyone heard of this?
