No, you don't need to pull the whole dash, just the radio. You'll see the wiper motor mounted to a bracket just to the right of the steering column support. What exactly is it doing ? The motors are pretty robust (but, yeah 30yrs is old for an electric motor) and more often then not the problem is with the in-dash switch & not the motor (unless you turned them on while they were frozen in place in which case you have problems with the piviot arm assembly. I've done *that* more than a couple of times). The factory manual has a pretty extensive chapter on them w/a lot of troubleshooting & diagnostics. I can scan some of it in for you if it's something more complicated than just a bad switch, motor, or linkage issues.
