it is the front differental breather hose it needs to be high up in the engine compartment. i'll get a pic a little later. DO NOT PLUGG IT up it will cause your seals to leak when the pressure in the axle rises from the heat.It looks like vacume line to the front end. I may be wrong but I had one that lead to my rear end that did the same thing. I couldn't find were it pluged into so i just pluged it up so nothing got into it or came out. I don't think it will do any damage if you do it that way.

I sure hope you don't have rubber sway bars on your truck.That kinda looks like a broken swaybar. I say this cuz it looks like it is bolted on with 2 bolts. I could be wrong tho (wouldn't be the first time and it prob wont be the last time)
