i tried looking for the safty switch ur talking about but i cant find it the switch on the dash works but not the key

On my '90 Bronco this was also the case and it was due to a short in the wiring at the switch. I believe the ground wire was rotted out.

Power to the rear window are on two different circuits/fuses. THe one to the key is hot all the time, the one from the dash goes through the ignition switch. Check your fuses. If the saftey switch is working for the in dash switch, it is working... if the fuses are good, then you have to cehck to see if you have power to the tailgate switch. If NOT then there is a break somewhere. Often there is a break in the wire as it exits the body and bends and enters the tailgate, or a bad connection behind the left tail-light.

Will yours roll down at the rear using the key and just not up, or does the key on the tailgate do nothing at all?
