I have a 1989 fullsize bronco with really bad rust damage on both the doors and the tailgate i was going to buy new door shells and a tailgate shell would that fix the problem or what would you recommend?

if you can spring for new doors and tailgate, do it. it is the easyiest way to chase out the rust and eliminate it for a while.
