Cruse control pulsates

The cruse control in my 79 with a 351M and an automatic accelerates and decelerates giving everyone a pulsating feeling. I know that it is always adjusting but think that it should do so much less abruptly. Does anyone know how to repair this? :-B

It has always been there. I just rebuilt my carb and it seems to have improved slightly but still there.

Have you checked for vacuum leaks?

Does it do it at part throttle with the cruise off?

I'm asking to try to help figure out the problem, the more info. the easier it is to pinpoint.
