hey quick question, is there a way to change the fuel filter without running the tank dry?

You should not have to if the coupler is not damaged even then only the little bit that is in the line is all that will drizzle out. You will need to buy or borrow the coupler tool (use the instructions, they clamp over the connector coupler and you push it in and it lets go) and bleed off the pressure from the Schrader valve near the manifold.
