1988 Ford Bronco electric window / tailgate issue

Hello!

I replaced the parts in the electric window tailgate motor, and installed the latch controller yesterday, but the latch does not work.  What am I missing?  Did I connect the latch rod to the wrong lever, or is there an electric / key issue I am not aware of?
