Wiper Not Returning Staying On

My Wipers are stuck on?

I just got the truck 82 Bronco

and noticed that the wipers worked fine but they did not return when i shut them off.

so i had a look at the wiring going into the motor and seen that someone had cut a black wire or it just broke apart.

i thought great reconnect the black wire back together and all should be fine.

NOPE

now the wipers start up as soon as i turn on the ignition and they wont turn off.

I have left the wire connected like it should be and have disconected the plug from the motor.

does anyone know what the problem is?

is it the motor, switch or the relay.
