Rocker Panel

I need to change the hinge bracket, the rocker panel, and the rear door panel that jams the door. My question is, do I have to take off front and back fenders to do it properly and if so, can the whole thing be done without a cutting torch.

If you can see all the spot welds then you can drill them out and take the skins off.
